The volunteer leadership for Advance CTE includes officers and Board of Directors all working collaboratively to advocate for increased support and investment in CTE.

Advance CTE is the longest-standing national non-profit that represents State Career Technical Education (CTE) Directors and state leaders of CTE. The Advance CTE Board of Directors consists of the Executive Committee and includes the President, Vice President, Secretary-Treasurer, Past President, five Regional Representatives, two At-Large State Director Representatives, a State Associate Member Representative and Associate Member Representative.

Executive Committee members are each elected for a one-year term that runs July 1 through June 30. Regional Representatives, At-Large and the Associate Member Representatives are elected for a three-year term that runs July 1 through June 30. Only State CTE Directors can serve on the Executive Committee or as a Regional Representative. Any Non-Organizational, Associate Member is eligible to serve as the Associate Member Board Representative.

Advance CTE Executive Committee Bios

Sarah Heath, Ph.D. , President

Dr. Sarah Heath is the State Director for Career and Technical Education for Colorado.  In Colorado, Career and Technical Education is managed by the Colorado Community College System and she serves as the Associate Vice Chancellor for Academic Affairs for the Colorado Community College System. Dr. Heath has been in this position since July 2015.  Prior to her appointment as State CTE Director, Dr. Heath was the Director of Choice Programs for Jefferson County Public Schools, one of the largest school districts in Colorado, for five years. In this role, she was responsible for Career and Technical Education, concurrent enrollment, business and industry partnerships, legislative implementation, and career development initiatives for the district.  Prior to this role in Jefferson County Schools, Dr. Heath served the State of Georgia as the Program Director for Business and Computer Science. Georgia is a state driven education system and Dr. Heath was tasked with statewide curriculum and resource development, professional development, and support for teachers in every school district in Georgia. She taught high school Business Education and served as her local FBLA chapter adviser.  In addition to her work experience, Dr. Heath served as the National President of the Association for Career and Technical Education as well as the Business Education Division Vice President which provided her opportunities to engage in the national CTE landscape. She is a graduate of the University of Georgia from which she holds a doctorate in psychology for Workforce and Economic Education, a master's degree in education with a focus on Business Education, and a Bachelor of Business Administration in Management Information Systems.

Marcie Mack, Ph.D., Vice President

Dr. Marcie Mack, state director of the Oklahoma Department of Career and Technology Education, has been focusing on providing a high-quality education for Oklahomans for more than 25 years. Before becoming the eighth state director of CareerTech, she served as the deputy state director/chief operations officer and the interim state director for the department. Prior to coming to CareerTech, she served in various other capacities at Autry Technology Center.

Under her leadership, the CareerTech System has implemented multiple advancements to meet the changing needs of the environment with maintained focus on continuous improvement to ensure our work continues to be the cornerstone for workforce development in the state, Dr. Mack has created statewide advisory committees with business and industry leaders, students, educators and military personnel. Dr. Mack has managed to continue to advance CareerTech’s mission while experiencing state economic challenges by partnering with various entities to meet the needs of Oklahoma’s workforce.

Dr. Mack continues her passion for CareerTech through building partnerships with business and industry, engaging nationally to represent Oklahoma CareerTech and continually advocating for students. She was honored by Advance CTE as the recipient of the 2017 Star of Education Rising Star Award. This award is presented to a state CareerTech director who displays unequivocal commitment to the goals and overall mission of Advance CTE.

Dr. Mack earned a doctorate in educational administration and leadership from Oklahoma State University, where she also completed her master’s degree in telecommunications management. She also earned a bachelor of science degree in education at Oklahoma State University, and has a true passion for high-quality education. Dr. Mack and her husband, Curtis, have three children and reside on a farm outside of Drummond.

Laura Scheibe, Secretary/ Treasurer

Laura Scheibe was named the Director for Career and Technical Education at the South Dakota Department of Education (SD DOE) in September 2017. In that capacity, she oversees secondary CTE programs and coordinates closely with the Board of Technical Education to oversee the state’s four public technical colleges. Previously, she was the Deputy Director of the Division of Accountability Systems at SD DOE, running the accountability process under the state’s No Child Left Behind flexibility waiver and accreditation of K-12 schools. She led the work to craft South Dakota’s Every Student Succeeds Act state plan and South Dakota’s Vision for CTE, the state’s plan under Perkins V.

Before returning to the Midwest, Ms. Scheibe served for more than a decade as a Foreign Service Officer with the U.S. Department of State, in assignments both overseas and in Washington, D.C. She has a Bachelor of Arts from the University of Nebraska at Lincoln and a graduate certificate from the University of South Dakota. She and her husband Aaron, an attorney in private practice, are raising their two young sons in Pierre.

Bernadette Howard, Past President

Bernadette Howard moved to the Pacific from Kentucky in 1975 and taught in Micronesia and Guam for 14 years before settling for the last 28 years in Hawaii. Twenty of those years were with the University of Hawaii (UH) Community Colleges and the last eight as State Director for CTE.  In Guam and the Hawaii community colleges, Howard served in a variety of positions including as career counselor, CTE faculty and CTE Dean. Howard boasts a total of 18 years experience as a CTE administrator and has served as the Region IX representative on the Advance CTE Board of Directors for eight years representing Hawaii, Guam, and Palau.
